I agree with PP immediately above. Not lazy at all. She's keeping him active and socialized and gets social interaction herself at the same time. If she's happy and healthy and baby is happy and healthy there is no issue other than OP having some idealized notion of kids just having to be outdoors a specified amount. What works, works, even if it's not how you were raised or what you picture an SAHM "should" do with the baby on HER watch, OP.

OP, when it's summer she and the mom friends might all slather on the sunscreen and decide to meet at the playground or take the kids on walks in strollers. I think the person getting cabin fever here is dad, not mom or baby. Take the baby outdoors when you're the one in charge.
