Except that it is.  And until the residents of Baltimore hold themselves accountable to a higher standard of civic engagement, they don't deserve the resources which are 100% guaranteed to be wasted. They need to show some traction, even the smallest expression that they give a damn about their own neighborhoods, schools, etc.  How about parents exerting some influence and not letting lawless gangs of dirt bikes and ATVs terrorize their own neighborhoods and create added friction with the police? But right now? it is literally hopeless.[/quote]
