We had a relative who recently used a rehab facility after surgery. The relative ended up at a rehab facility that had very poor reviews all around but it was the only one with an open bed that could meet the medical needs. We went into the situation with a little trepidation and, frankly, I walked out that first night in tears. However, our relative received absolutely outstanding care. The difference was that the facility was so close by that I could be there in 5 minutes. That meant I was bopping in and out all day. The staff never knew when I was coming and so they learned that they always needed to be on top of the relative's situation. On the other hand, the unfortunate people who did not get a lot of visitors did languish and did not benefit from the same high level of staff attention. Oddly, a friend's mom had a similar situation in the same facility a few months ago. He actually chose the facility because it was easy for him to get to. Because he also could be flexible in timing his visits, he purposefully kept his visits irregular. His mom flourished and left a good couple of weeks earlier than he had anticipated. So my advice, OP, is that if your parent is going into rehab, make sure the facility is close by and be a frequent visitor.
