Unless your children have medical conditions, they should be able to walk around Disney. Several years ago we went to Disney when our youngest was 3; we also had children that were 5, 8, and 9 at the time. No stroller, no problem.
It depends. We found that until age 5, a stroller helped us make the most of the trip. From experience at home, if we made our twins walk all day like that, we would need frequent stops and our day would be shorter. With the stroller, we were able to have a longer day at the parks and get a better bang for the buck for the expensive park tickets. With a stroller, we were able to get to the parks around 9:30 just after rope drop, and have 3 hours of fun before lunch, then lunch, then 4 hours of fun after lunch, dinner and could stay until the fireworks around 8:30ish. From about 7:45ish on, they were kind of tired and sat in the stroller, but watched the fireworks from the stroller and fell asleep in the stroller as we walked back to the monorail and car. With out the stroller, we probably would have been done by dinner and had to skip the extra 1-2 hours after dinner including the fireworks. It was worth it to us to rent the double stroller for the kids. For OP, one double where the baby can use one side and the 4 & 6 year olds can trade off on who is walking and who is riding is probably sufficient.
