This.  Emphasis mine.  Also, these students have [b]parents[/b] who are also illiterate in their native language.

Or, they are legally emancipated; that is, there IS no adult guardian.

And, we have 17 or 18 year old freshman or sophomores

Also, if you'd like to know who receives free and reduced price lunches, ask your elementary student. Your student notices and observes.

And, even older teen high school students who can't speak or understand any English. None. How do they graduate?

Ask any FCPS high school student.  The "Hispanic kids" all hang out and do not affiliate in any way with non Hispanic students.

Forget assimilation.  We're back to segregation in some ways.

Sounds like you are all complaining about ESOL and/or FARMs kids. The vast majority of which are here legally BTW.
