I'd take him to a dermatologist but I wrestled with acne for 10 years and was miserable. If you want to try OTC first, I'd use a gentle non soap cleanser in the morning and a benzyl peroxide cleanser in the evening. Like Panoxyl. Biore strips are good for the nose if he has blackheads. Overdrying can cause more oil production. If he needs to wash his face a 3rd time I'd use the non soap cleanser. Change pilow case nightly too. Or close.
I agree. My 14 yo sees the dermatologist DH and I use and we pretty much all have the same regime except DS has a prescription face cream he uses twice a day after washing. We all wash our faces twice a day with Dove soap (I have to use Dove sensitive). None of us can use the benzyl peroxide cleaners because it irritates our skin. If DS regularly washes his face like he's supposed to, his face looks good. If he doesn't, it breaks out. Now that school is in session and he has PE, I got him some of the Aveeno wipes so he can wipe his face after PE. If DS' skin gets too dry because of the prescription face cream, I have him use the Aveeno Radiant Daily Moisturizer that I use. It's oil free. Oh, and those Biore strips are amazing! HTH.
