At the end of 3rd grade for my now 6th grade DC, report card showed DC at a 5th grade reading level.[/quote] That was 3+ years ago and U is just one level into 5th (in the top range) so I think this is plausible that it has changed or maybe you're thinking of another report which doesn't follow this rule.
