Incompetence coupled with a lack of good security protocols and standards for storing personal data for a purpose that isn't explicitly covered by some existing protocol like PCI or HIPAA.

I think regulation is required around PII held by third parties, but obviously that's highly unlikely under the current Administration. I want to blame the company for incompetence, but this kind of thing is more common than anyone would like. I think having standards, best practices, and compliance requirements is the only way to avoid these kinds of things.[/quote]

But this is after the fact...it's better than nothing, but we could do a lot more...it's particularly interesting to think of it w.r.t. voter profiling (which goes back to Obama), since you could potentially make a stronger case related to government interests in protecting this data.[/quote]
