Isn't negotiating a new contract at the top of the new chancellor's to do list? It sounds like WTU positioning for negotiations - which is good and appropriate. Doesn't mean a strike is going to happen anytime soon. That's probably not in either side's interest.
The proposed raises (not even equal to a cost of living increase) and other compensation (in lieu of retroactive pay for 4+ years without a raise) are insulting, especially since things are booming in DC and there is a surplus. This is the second time negotiations will have failed since the contract expired. I say "will have failed" because no one supports the proposals and teachers are pretty fed up. I think in my 14 years in DCPS I have spent just as much time working under an expired contract than a current one. I'm not thrilled about a strike, but this has gone on too long.
