There is no legal certification. Entities that are required to accept ESAs (e.g., housing) cannot require a certification. If you say it is an ESA, and that you require an ESA, then that's good enough. Can you give a vague discription of what you are trying to accomplish (is it housing-related? School-related? Etc?).
