Found out my wife accepted gifts, cards, chocolates from other men on Valentines day and kept it a secret.

Depends on the context. If these men singled your wife out and there wasn't an overt reason behind it, then it is inappropriate and you need to have a discussion with her. I'm married and have given gifts, cards and flowers to other women including other married women in certain contexts. For example, I had an annual event that occurs on weekends in February. In the past, I have bought yellow roses and given one to each woman who has volunteered for the event. I have had times when someone has done something really nice or major for me around Valentine's day and I have given a thank you on Valentine's Day.

However, look at the circumstances and if there is something suspect about it, you should have a frank discussion with your wife about who these men are, why they singled her out and most importantly, why she accepted and did not decline the gifts.
