Which is it? Federal rights or States rights?

The Trump administration announced on Thursday that it was investigating the admissions system at TJ, which has been accused of discriminating against Asian American students to favor other racial groups.

The Supreme Court declined to hear the discrimination case, allowing the new admissions program to continue.

Why does the White House get another chance to impose its will on a State's issue?
