If from CSS, they might say incomplete if the documents haven't finished processing, and, even though they say 5 business days on the website, when I called, they said 10+ due to " busy season. "
When my older kid applied to Dartmouth a few years ago, they wanted a ton of docs -- all my 1099s (self employed). They sent the requests through idoc as soon as css was sent (sent css in Nov even though my kid didn't submit app until Jan). So, we knew that request wasn't related to the app. But, later on in March, we saw download dates in the D FA portal for 1040 etc that were in early March with css and fafsa still saying Nov. That seemed auspicious, and it was.
So, I wouldn't get too excited about an idoc request, but activity in FA portal or directly from FA office at a later date could be a good sign. People will go on and on about Admissions and FA being separate, which is true. But, while FA may prompt everyone to have complete documentation via an automated system, I can't imagine they'd be working with that info to craft potential aid packages for that many students.
