That's so unfortunate for these tournaments. Also for everyone that traveled so far.
First- Ask your dc opinion and take that into account. Especially if he is 3rd-5th grade.

You never want to be the best or worst in a team. But competition is so fierce in this area, I would stay at the higher team for the ptactices (and occasional game time) and maybe play additional games with a midlevel rec or pretravel team that is not carded and plays on the other weekend day.

Taking a quick look at the 2008/U14 girls divisions, ...

The bottom three finishers from the fall have moved to Divison 2 from Division 1 (Leesburg FC Thunder, Great Falls 08 United, and and PWSI Courage Classic). Those teams have been replaced by the two top finishers from Division 2 (Alexandria White and Vienna YS Black). SYC's 2009 Academy also appears in U14 D1, after seemingly playing in CCL and EDP last season as U13.

The two bottom finishers in D2 (CSA Courange and PPA Green) move from Division 2 to Division 3. The two top finishers from D3 (MRM Rush Vikings and Lee-Mount Vernon Patriots-NCSL) move up to D2.

The only other change for D3 is the lack of "CALV LESC."

...

Spring schedules for USYS EDP and "vanilla" EDP are also out.

The other leagues (ECNL/GA/ENCL RL/CCL) remain intact from the fall.

When do they usually release schedules? (Ncsl)
This is not a good situation to playing up. The lowest team of a year up is usually much lower than the top 2 teams of the year below. And likely many of these kids are later birthday years from August to December and probably in the same grade as your son. They may not be bigger stronger or faster and have the same playing experience as your son. At the most they may be equal level or lower, but not better.

If your sons level of play is the lower of 3 teams for your age group, then this may be a good decision. If your son is on a top team or in the higher half for his age, then no.

How do other families find balance. Is him telling me that all the other kids are doing all these things (Super Y, private training, futsal, summer camps) like when other kids say that all the other parents let their kids play video games all night? Or is there some truth? If I tell him he has to play on a lower team, or he needs to take the whole summer off, am I ruling out playing in college?

This is true. At our club, most of the kids do everything you listed year round. The only one I monitor and do as needed is the private training which can add up quickly. My ds is younger than yours.

I try to max at around 5 days a week for activities and leave a day for park or video games, and rest.

I would never tell/ make my child to play on a lower team unless he wanted to. Especially if he had aspirations of playing at a higher level.

Super Y is definitely used for marketing and recruiting just like winter futsal. It’s also a time for some fun off-season training. I wish there were summer futsal instead of Super Y because outdoor games in July are miserable

There IS summer futsal. Lots of kids do it.

Where? A while back, one of my girls did an outdoor futsal skills thing in Alexandria over the summer, but it wasn't games, just skills practice. It wasn't bad, but she said it wasn't as much fun as playing against opponents. Is there an organization that offers the opportunity for summer games, as well as skills training?

Where are you located? You can find an actual futsal club. Va united, metro united, there used to be a dc hyper futsal, intensity futsal in MD. Check out the competition teams at the local tournaments. Others may know more- my DC prefers summer soccer, they just do futsal to bridge gaps.

If I remember correctly- some VA clubs pushed it up sooner to April last year and people were complaining on the short timeframe to make a decision without getting to tryout at other clubs.
