My 4 year old is almost the same height and weight and we have found that these particular pants from Carters are perfect in size 5 (not 5T, actual 5, which is slightly longer): https://www.carters.com/carters-kid-girl-leggings-and-pants/V_3K090910.html. They are leggings but they fit loosely other than around the waist, and look like jeans.
We also found that some 4T Cat and Jack elastic-waist jeans fit her but not all. My older kid, a boy, has this issue too, but it's getting easier because boys pants above size 5 have internal adjustable waistbands. Basically every season I buy a million different pants and try them on, then return all but the one or two that fit, and then order a ton of those that fit.
And lastly, we have found that boys jeans 1 size down fit really well even if they don't look as cute. So DD is wearing 3T in boys jeans and the less baggy styles look ok and fit very well.
