I think this assumes a yearly promo. For those with steps, they could be close to the next promo level. There’s a minimum guaranteed increase for those who are promoted. Can’t remember but this could be as little as a step or two - $2000 to $4000. |

I don’t know anyone who gets two steps at once. One step is 2-2,500 In my agency, you can’t get a promotion to a new grade. You’d have to apply on USA jobs for a job in the next grade up. |
Depends on a lot of factors -- difference in responsibilities, organization budget ...
In my organization, we typically get a 3% annual COLA. Folks who get a promotion or pay increase during the year are ineligible for the COLA. I would expect at least double the COLA for a step up to the next level. More in a flush year. |
