It wasn’t Biden. It was a demand from the U.S. government. Biden was the emissary delivering the message.

I do not see an IMF demand for the ouster of Shokin in this article. Rather the demand written about was for Ukraine to do more to combat corruption and reform state owned enterprises more generally. The paragraph about Shokin at the end is not in any way attributed to the IMF; it states, using passive voice in the first sentence:

"The president has come under pressure at home and internationally for refusing to replace a long-time loyalist, Viktor Shokin, as chief prosecutor. Mr Shokin has been criticised for failing to bring to justice any of the snipers who killed dozens of protesters in central Kiev in the final days of the revolution, and for dragging his feet over investigating senior officials and businesspeople."

The IMF may have made specific demands with respect to Shokin, but that is not described in this article.

At the moment, these are all transactions with people who are not in our government.

Let me explain you a difference: you see, this article published actual bank records, that show the transfers, the amount of money, and the names to whom the money was transferred. Show me evidence of Shokin's corruption.
