Passing or Not Passing Cyclists

I am genuinely sorry for anyone injured or killed... however, thats the risk you take when riding a slower/flimsier mode of transportation where larger/deadlier modes are constant. Maybe Bicyclists need to wear special clothes and have a license like motorcyclists do

Motorcyclists have to have a license because they're operating a motor vehicle. (They don't have to wear special clothes.)
