I am surprised at the number of people in inappropriate rain gear

If I walked from the Metro to an office, I would absolutely wear a coat like that. OP is complaining about people in Giant on a Tuesday night likely running 30 feet from their car to the door.

It could have been me OP saw. I have rain gear but I’m not wearing it on a trip to the grocery store. Walking the dog, sure nut a 10 second run from the car to the store no way. I don’t care if I get wet.

People are so defensive! I'm not OP but I get what she means. I think if she had been seeing people who'd obviously driven to the store and dashed across the parking lot for 30 seconds, she wouldn't have noticed. I am betting she was at an urban store where people walk and saw a lot of people with soaked-through sneakers and sweatshirts (which I've also seen) and wondered why they didn't have anything more appropriate.

BTW I don't have true rain boots but I have rain-appropriate shoes (a pair of weatherproof Chelsea boots with a good tread on the sole for slick surfaces). I do have a rain jacket because I think it actually rains a decent amount in DC, but its not stiff or thick or overly hot -- it's made of a lightweight technical fabric, not rubber, because we live in 2023 not 1953.

Actually my main issue is that my rain jacket is super lightweight because it was purchased for spring/summer/fall rain in DC. But as our winters have gotten warmer, we get less snow/sleet and more rain this time of year, and I feel like I need an insulated waterproof coat for that. I have a down coat that does great in snow but not in rain.

Yes this is my issue too- my lightweight north face rain jacket is not really appropriate for 40 degree rain.

I think part of the problem is that many people don't follow the daily weather forecast and are therefore not prepared. Case in point- I was just chatting with a friend outside the grocery store and commented that I needed to leave soon so I don't get stuck in the rain storm. She looked at me oddly and said it didn't feel like it was going to rain. I whipped out my weatherbug app to show her and she seemed shocked I had weather details on my phone.

I wear my raincoat, elegant boots, and hold an umbrella when it’s raining. Some people stares at me as if it were inappropriate. I will keep wearing my rain gear.

elegant boots in the rain?! What a strange descriptor. If you said waterproof no one would bat an eye but maybe your elegant boots are inappropriate
