federal two step promotion rule

I am in foreign pay scale and have an offer from general service pay scale with a promotion and higher grade, Does the two step promotion rule for salary apply to me? Does anyone have feedback on working at the library of congress - how is telework policy in IT > How is the agency to work for overall. Thank you

Alternate Method
Apply the alternate method for the two-step promotion rule if the employee is covered by different pay schedules before and after promotion and if the alternate method will produce a higher payable rate upon promotion than the standard method. For example, an employee may be covered after promotion by a special rate schedule that did not apply to him or her before promotion, and the alternate method will produce a higher rate.

Rather than bumping this thread you should start a new one with that title

In my experience the federal gov’t generally has the worst IT because it’s underfunded and out of date. In my office we use network drives in place of databases.
