bike shorts for skinny legs?

my 4yo has terribly skinny legs and i can't find any shorts that fit without huge gaping to go under dresses. it wouldn't bother me that much, but they are kind of useless for modesty as you can still entirely see everything. anyone find any skinny cartwheel shorts? thank you!

Agree - smaller size. Hannah has pretty long ones so buy down for a smaller waist.
