One of the victims was 9 the first time in happened. 9 years old. Her sister was present and was also raped (and was the 13 year old testifying).

Even when there are witnesses - as in the case that Bevin pardoned - women. aren’t. believed. Look at all the untested rapes kits that have languished in storage across the country. Nothing says “we take this crime seriously” like totally ignoring the evidence. How many serial rapists could have been caught? How many rapes could have been prevented?
