Np. I've seen this happen. The feds in these cases weren't lazy, as they oversaw the work, but generally couldn't do the work themselves. Their contributions were often nil, even if they thought it was important.

This badly misunderstands the role. The fed in question is not supposed to be able to do the work, they are supposed to be the legally mandated government oversight. Their role is necessary for compliance and to avoid certain risks.

The government could have hired people able to do the work in-house (which would have been cheaper overall, in part because that oversight role would not be required) but instead hired contractors. So while it's true there were not feds able to do the work, that was by design. If there had been, that would have been duplication.

But the government generally can't hire people to do the work because the government's hiring process and pay system are messed up.

Eh, there are a lot of different pay scales and hiting authorities, and the contract bidding/supervision process requires a huge number of FTE. You could put all that money and effort into hiring direct within the current system, instead.
But to the extent you're right and it can't be done, that's something Congress could change if waste actually bothered them (we all know it doesn't).

Seems like you're merely envious of a successful business model which works because it meets a need. If people didn't want their products at the prices they ask, they would not be successful. My neighbor is a full time employee at one company and is also a full time contractor at IRS. His supervisor at IRS works even less.

I am a fed in cybersecurity for a government agency, and I am making 270K/yr in salary. That's a very competitive salary.
