Eh, there are a lot of different pay scales and hiting authorities, and the contract bidding/supervision process requires a huge number of FTE. You could put all that money and effort into hiring direct within the current system, instead. But to the extent you're right and it can't be done, that's something Congress could change if waste actually bothered them (we all know it doesn't). |
