My guess, since the article doesn’t mention it, is that he’s under pretrial supervision pending his case, in Montgomery County. If he is, the county has an excellent pretrial supervision program for sex offenders.

If he’s just been let loose with no conditions/supervision, that is a problem.

By excellent supervision for sex offenders, do you mean locked in their house with no access to people or the internet?

Because that is the only thing that would be acceptable for a sex offender.

MoCo has many sex offenders out on bail at any general vein time and you don’t hear about them reoffending. They usually have gps ankle bracelets.

No. They are no reoffending while out on bond/ROR pending trial, while under pretrial supervision.

I was flashed twice as a kid and once as an adult at the Barnes and nobles in Grown. It's very jarring. These people are also very hard to catch. They are quick and devious and prey on unsuspecting people using the element of surprise. They are going before you can rationally react. If they actually had a flasher in custody why would serious measures not be applied? Awful.

An exhibitionist isn't a violent offender. They're not harming anyone. It's insane to have the same sentencing guidelines for what is essentially a harmless statutory crime as those convicted of rape or other physical contact.

Sex offender covers a wide range of crimes. I am not sure for an exhibitionist that the internet would make much difference.

An exhibitionist is a "sex offender" the same way a scofflaw bicyclist is a "reckless driver".

They might do things we don't like, but their capacity to cause any actual harm is nil.
