His handlers are being smart in pulling out of the debate. He did terribly in the first one and just got lucky that Biden did even worse, which took the attention off Trump. His handlers know that’s not going to happen against Harris so they need to keep him off the stage with her.

The debate he won’t commit to was scheduled for September. There was no reason for him to issue any statement right now, except he is laying the groundwork for not debating at all.
