I feel like Mayor Bowser is always admonishing us

In her update, never a word about what she as the elected public official owes us...how DC residents can count on an appropriate response. Instead she focuses on how we shouldn't be driving or out in the streets. I understand that is important too, but literally there is not a word about what DC residents can expect from the government.

I've noticed this too. From Governor Hogan too.

They are trying to keep a plow from hitting you so your widow/er and kids won't sue costing taxpayers thousands because you HAD to go outside in a major blizzard.

When y'all don't behave, Mom and Dad have to get stern. Don't make him take off his belt now...

Look, it's fine to tell people to stay off the roads. But also acknowledge that a basic compact of government is that you have been elected in order to serve the people, and treat those people as constituents, not children. And act as though you are accountable for providing services and get the roads back up and running, not just someone hired to keep people off the roads.

Is there some particular bit of information you needed her to share with you? Realistically, people are only going to tune in to a message like that for a few minutes before they get bored and move on, so it's important to condense it down to the information you most need to relay. That's just Communications 101. In this case, that is information on what people should and should not be doing during the storm. The district will keep doing what it's going, regardless of whether they've told the public in that particular release or not.

OP here. As I mentioned, I know they have to mention this. Of course. I am saying that when I listen to her, I don't ever hear the other part -- I don't ever hear a word about what services we can expect. Like if I were making the update, I would have said, "We will do everything we can to ensure major roads are cleared and that emergency vehicles are available for such and such...however, to do this we need to insist every vehicle be off the roads...". Instead, she goes straight into, "Our plows are on the street, but they cannot do their job ...". She spends no time whatsoever talking about the services they are committed to provide.

I'm not a DC resident but watching her speak on TV I did feel like it was scolding residents - almost like "don't EVEN think about driving!!"

OP here again. Ok, I get that.

I just I am reacting to other times I've heard her talk. But in an emergency, yes you need to get the major message out first.

She leaves a lot to be desired.

Chillax, OP. Bowser's doing her job - and she's doing just fine. I suspect your "issue" with her is coming from some place else. Check it.

Black woman style -- admonishment. Wave a finger in the face.
