True. We don’t assume everyone black is poor or at risk. There are educated middle class blacks people in the city. But if you look at economic parameters, the overwhelmingly majority of poor people in this city are black. So it correlates to say the overwhelmingly majority of blacks people in this city is poor. |

So give preference to Caucasian students from Deal who meet the requirements if the expansion of Banneker is really to alleviate Wilson. Give those extra seats created with the expansion to the above group. Easy enough. |
White Deal students with good grades and PARCC scores don't need a preference for Banneker. They simply need to apply and enroll. |

Most of the black kids from UMC families in DC historically have opted for private. Most of the AA kids in DCPS are in fact from lower SES/at-risk backgrounds. The notable exceptions where most AA families are middle/UMC are WOTP, upper 16th St., Hillcrest, and a few other neighborhoods. Schools like Shepherd have a bunch of middle class black kids, for example, but they're kind of a unicorn. |
