Got an interview on the Hill, then get an email about the position being filled

This has happened twice now on the Hill - contacted for an interview, agree to come in for an interview, interviewed scheduled and confirmed for a couple of days later, and then being emailed the day before saying they filled the role. wtf? I've never experienced this in the private sector - is the professionalism on the Hill just not part of the culture?

Is it personal staff or Committee? Personal staff is all favors and BS to get jobs. committee staff do all the work so they frequently hire for talent. Not always but frequently.
