Good pre-school for November baby (Gaithersburg/Rockville)?

Hello,
Are there any nuturing, safe, enriching programs for pre-schoolers who are not yet two? My son turns two in November, so I am unable to enroll him in many of the programs that I am interested in (most require child to be two in September). Thank you in advance!
