It WOULD take a non American, because the District of Columbia was created intentionally as a buffer, intentionally a non-state to ensure that the creation and enforcent of law be devoid of undue influence. Get over yourself dc. If you want state status, move six miles away to either md or va. Anyone who was raised with any sense of American history would understand and respect the reason dc doesn't have "state" status.
