Why does the little "paper" icon flash sometimes?

Silly question but I have always wondered - when using "Recent Topics" and scrolling through, the little circle next to the thread name has what appears to me to be an icon that is a piece of paper sometimes it is flashing but over times not. I thought it meant there was a new post on the thread but then when opening the thread it doesn't seem like there is?

It flashes if the topic is "hot", meaning it has received several replies. If you go to any of the main forum pages such as this one:

and scroll to the very bottom, there is an explanation of all the icons.
