Wilson Pool has lessons for age 4.

And what is a 3 yr old able to learn?

Nations capital swim club at AU has classes for 3 year olds in the late afternoon on weekdays and on weekends.

The JCC is another option. My child has taken group lessons as well as one-on-one lessons there (Claire is excellent).

Yeah my daughter definitely took classes at Wilson before 3 - but they are parent/child, so you will be in the pool with your kid. Otherwise, I would recommend AU.
