Crazy that DC has 100K more people than Wyoming and has no congressional representation

Fed 43 discusses that locals will have the right to their own municipal government (which took a couple hundred years to implement, and even then is not really in place due to Cong, vetos), but none of the arguments in Fed 43 go to whether residents of DC should be able to have representation in the federal gov't (indeed it doesn't even discuss that one way or the other-- some have gone so far as to say residents were supposed to be able to vote in federal elections through their former states)
