Firing half the employees is not a hiring freeze. What this administration did at USAID, tried to do at CFPB and the Dept of Ed, was unlawful. We all know this, some just want to bestow "unitary executive" powers upon Trump that rightfully belong to Congress. The courts are (sometimes) saying no.

The Department of Education was created by Congress in a law called the Department of Education Organization Act. Several other laws have mandated it perform certain functions and spend certain money for certain purposes. The president is required to follow those laws whether he likes it or not. The judicial branch has the power to decide when he’s not following the law and correct it.

What law mandated that schools serve as medical facilities to treat children who are routinely violent?
