Virginia unemployment taxes for house cleaner?

Does anyone know if you are required to pay Virginia unemployment taxes for a house cleaner? We only started having someone clean our house in October, and paid less than $500 total for 2007. We already have to pay Virginia unemployment taxes for our nanny - is this also required for someone you pay to clean your house 2 times a month?
