Paint colors with chair rails

I've been going back and forth with what color to paint under my chair rails in my den/office. The furniture is an antique dark wood desk, but I don't have anything else yet for the room.

I'm painting the walls a dusty navy color (Tahoe KM3127-3, Kelly-Moore). What should I paint under neath the white chair rail:
1) Navy on top, navy under chair rail
2) Navy on top, light gray under chair rail. The light gray is what the hallway outside the den is painted.
3) Navy on top, dark gray under chair rail
4) Navy on top, white under chair rail

Any other options I'm not thinking about?

Consider beige/off white. I think all your other color options will be very, very dark.
