He didn’t personally write the budget or do anything himself but it is his Administration’s budget request. His State Dept & USAID appointees and his White House approved it. That makes it his request.

He also would have won the election had he sent out masks through USPS, like plannee, at the beginning of the pandemic. Instead he diwcouraged masks and sabotaged USPS. No one's ever said he had good judgment.

I don’t want to imagine what life would have been like with Hillary as President.

Maybe she could have made Susan Rice her Secretary of State. (She told the American people a week after Benghazi that it started as a peaceful protest.)
