Um... you're wrong. Healy made the comments in February, people started talking about them in April (because that's when he and Taylor were publicly linked) and he issued a public apology, the collab was announced towards the end of May, as part of a remix on the Midnights deluxe edition.

And I don't know why you think "paperwork and lawyering" would take a long time-- a collaboration with Taylor Swift is a total no brainer for someone at IS's level and Swift was obviously motivated by the PR angle. It's not like this was two established artists wrangling over credit and royalties.
