better contact for PEP in Montgomery County?

We are moving to Montgomery County, and I have tried to get in touch with the Preschool Education Program, with little success. It's impossible to reach a live person when you call the main number, and no one has returned any of my three messages (left in early Dec, mid Dec, and yesterday). Any suggestions? Any names of case managers I could call? Our son is classified in NJ and has a preschool IEP, so we know he will qualify for services.
