Cheapest place to get KJ in MoCo or NE DC?

Income-wise, I'm in the Yellow Tail bracket. But I really love KJ chard. Prices I've seen vary from $11 (on sale) to $19 (wtf?). Any tips for where to get it cheap? Thanks in advance.

The best deal will never be in MoCom because of the county alcohol tax. If you can't get to Costco, find somewhere else in DC.
