Without the DOE and the programs it supports, money should never leave the blue states at all. The federal government can’t fund programs it’s eliminating. So no dollars go to red or blue states. It’s just that blue states aren’t as reliant on federal funds, and will take the money they just saved by not sending anything to DOE, and end up with as much as double the funds to spend in their own states. Which would have upset me in 2016. And which I now realize is how it is, so glad my kid is a winner in this area. |

The DOE does in fact mandate a LOT of requirements. The Every Student Succeeds Act (ESSA) is really burdensome to states because it requires them to develop complex accountability systems that go beyond just standardized test scores, while still holding them responsible for student achievement across diverse student subgroups, placing significant administrative pressure on state education departments and requiring them to invest resources in data collection, analysis, and reporting to meet federal requirements, even with a degree of flexibility in how they implement the law. All that money that states spend on ESSA should be directly spent on students. Not all the administrators needed to implement this law. |
Even unadjusted Mississippi is now outscoring Virgina and Maryland. Mississippi threw out balanced literacy / Lucy Calkins years ago and mandated phonics/science of reading. Kids who aren't on grade level are retained and given more help. Other programs they implemented include: free, full-day pre-K programs that promote reading readiness; universal screening for literacy three times a year for students in kindergarten through 3rd grade; individual reading plans (IRPs) for students whose screening results are below grade level; and formal methods for parents to engage in those IRPs. |
