Virginia Tuition Assistance Grant--need based?

I just read about the VTAG program, which appears to provide grants of about 3K to Virginia residents attending Virginia privates. I do not see that it is connected to financial need but seems to be based solely on domicile and attending a participating school full time? Does this mean if we are VA residents and DS attends Washington and Lee, or U Richmond, we will pay 3K less than the sticker price (or the price after any awards from the school) each year? Am I missing something obvious here? What is the purpose of the program -- to give VA students who can afford to attend private or out of state schools an incentive to choose an in state school? TIA
