It does! My DH is an immigrant and I am not. He is fluent in his native language and speaks to family only in that language. My kids only speak English. The school will sort it out when you arrive the first day.

We are immigrants and put English. The foreign language that is being offered in our public school - French, Spanish and Chinese is not our native tongue.

My husband speaks his first language at home but primarily speaks English, his second language, to our kids. Our kids are learning that language, in addition to English. For our first kid, we checked yes and that resulted in him taking the access test in kinder (new school for him, 17-18 year). We didn't realize what that answer on the enrollment form would result in... Here was the guidance we received when we got the test results in terms of what would happen next:

Students who received an overall score between 1.0 and 4.9 in ACCESS for ELLs 2.0 are considered EL students for the school year 2018-2019 and will take the ACCESS for ELLs 2.0 in the Spring. Students who received an overall score from 5.0 to 6.0 on the ACCESS for ELLs 2.0 are considered monitor students for four years. If the student is able to make appropriate progress with their learning during the school year and does not need any additional language support then he/she will be exited from EL services.

He had an overall score of 4.2. So he'll be retested sometime this spring. He hasn't received any services because his reading/writing/speaking in English is advanced for his grade.
