Annoying parenting thing- helllp!

Just came here to sympathize. My DH is exactly the same. He can’t handle and doesn’t care about kitchen cleanup/lunches/backpacks etc, so I assigned him to do most of bath and bedtime. But he is so dysfunctional that he is completely incapable of getting our kids to bed at a decent time. Even if I send them up for bath at 7, I have to constantly check in to make sure they are progressing through the routine instead of horseplaying or DH just staring at his phone. I told him I do not wish to micromanage the ONE single task he does at home on a daily basis (I do entire morning routine, get kids to school, pickup, make dinner, etc...and work in between).

He probably stays up too late watching TV like my DH. Then complains that he is too tired for helping out in mornings or chores at night. Being an adult is hard.
