Is it possible to have a smaller waist? How ?

OP...this is the way your body is built. With modern technology and plastic surgery, you can do liposuction. I used to kill myself at the gym and go on extreme diets and then one day I got fed and did liposuction. It was was the best thing I could've done!
Don't waste your time on cool sculpt.

I used to be an apple, then I got liposuction and have the body of my dreams. Tiny waist, big boobs and not too skinny legs.

Lift weights.

Eat healthy. You might not be eating enough food.

I eat very healthy, I am not skin and bones at all. I just have a very narrow frame. I also lift weights but as I said I don't build up easily. At one point I had very well defined arms (but they get toned not bulky), I stopped for 2 weeks as I was traveling, my muscles melted so fast it was scary...

I also have pretty strong abs considering how super soft my stomach looks. I always focused on abs, I can easily do a 3 min plank for example. But I have never had the slightest hint of muscle definition on my belly...

A 3 minute plank isn't impressive. Over 5 minutes is respectable. 10 minutes is impressive.

If you start lifting heavy and you train to the point where you can deadlift over 2x your body weight, the skinny fatness will go away. You will have muscle definition everywhere and a flat belly. Assuming you eat healthy.

Are you same PP as above? If not can you also explain more your before / after?

Exercise for muscle tone, not for weight loss.

For the tummy: consider diastis recti before you start an intensive ab workout. There are specific exercises for that. If not, the usual pilates / crunches / core workouts. Even if your waist is a little bigger than proportional to your shoulders/waist, a firmer, smoother belly avoids the muffin top.

Lunges, spin class, or rock climbing to build up the rear end.

After that, it's about how you dress. Soft flowy tops are not great - you need a bit a structure in your tops. Look for shirts with vertical paneling, or a bit of flare at the bottom (below your belly). Add a belt at your natural waist (not below it). Shirts with a wide neckline, like a boat neck or a wide scoop neck (not v neck). A-line dresses, or sheath dress with a jacket over it. Wear a medium-firm cami under your tops, tucked into jeans - it helps smooth the line and minimizes muffin top.

So you finally found some advice that you find helpful. Why didn't you just post in beauty and ask about liposuction? This is unrelated to diet & fitness, and it's sickening that someone at 5'4", less than 120 pounds would be considering lipo.

I'm a different pp from the other lipo poster. I used to be apple shaped and now after lipo I'm hourglass shaped. Im normal weight but they took out A LOT of fat I didn't realize I had! They showed me three containers full! It was all around my waist and stomach plus sculpting my back. While I was there I also did my inner thighs. I have skinny legs but the inner thighs were a big wobbly. Just be warned if you gain weight it will come back in different areas! If I gain weight my boobs get huge.

I agree with lifting HEAVY. You say you already lift, but from the way you're talking about it, I do assume you don't lift heavy. You may be what a lot of people call "skinny fat" - you have a low body weight but you don't have tight, toned body. The only way to combat that is to build muscle and ignore the scale. OP here: was your goal to reach a particularly low body fat overall? I realize with my questions and everybody's reply that I am probably looking for something impossible. I like to be a bit more toned but I am not looking to get rid of the level of softeness I have on the other parts of my body, it works for me. I can see that it is not possible
