Definitely not always. Where do you find your info? Mine hit puberty early (shaving at 13, hairier legs than DH at 14). At 14, he ijust crossed over 6'00'' And the Ped says at least 4 more years of growth, and at least 6'4''. I would be fine if he stopped shooting up now! Also, would love it if he had basketball talent. Seriously, who told you late growth spurt boys have a better growth spurt? Unlike girls, boys grow until then end of HS, not in one big spurt and stop

Start talking about body hair. How it's totally normal!

Tell him how just like his head hair, he can groom it however he wants to. You can help him with the tools/process to do whatever he wants with it.

NP here. OK, but my 11 year old has hit puberty. At his annual his doctor commented "He certainly doesent look like an 11 year old" and she showed me the puberty chart and commented "your son is way off the charts, he hit puberty really really early". So, I'm still interested to know where you got your information. I have never heard this, and what does it mean to have "better growth". Are you saying they will be taller men?
