| What doesn't seem to make sense is when they do the unscheduled leave/telework like last week. If the weather is that bad they give this option, those who can't telework either risk it to come in or are forced to use leave. |

No, according to the fine print on the OPM website, if you are prepared to telework and tell your supervisor you are taking unscheduled telework, then you must telework the entire day. If you go in at noon, then you charge admin leave before noon and normal work hours after. |
