Only 1 week notice they're cutting 401k match in half

Op again. Was talking to a co-worker today and and he was saying how disappointed he was about the change. He just started 2 weeks ago and had no clue this was coming. So he was hired on being told about 100% match, only to be told 2 weeks later that was no longer the case. I interviewed him. He asked about the benefits, leave, etc. And so told him what it was. I feel like they should have told him when they were making the offer that it was getting ready to change.
