OP, just plan a playdate where the older sister can't trample in - go to the park, pool, etc. She'll get the message eventually and stay out. Alternatively say "your mom said she was going to stay until 4p. You can come back then."

So? If one kid is coming over to play with one of my kids, it is in fact a play date. If all the kids are out in the yard playing that’s different.

If it's inside vs outside - different rules. Geez, did no one have the autonomy to just 'play' as a kid? I guess I had a luxurious childhood. I even remember my mom and some of the other parents shoo-ing us outside when the outside mob of kids became a rambunctious inside mob of kids. If the kids are inside, other kids don't get to just barge in a house to play. Otherwise, very little parental oversight then, which is probably why we all turned out so well. I do wonder how the delicate snowflakes will turn out.

If the kid wanted to stay she would. She leaves with the sister for a reason and making a big deal Larla didn't stay until you decided she could leave seems a bit odd for this type of situation.
Either plan an activity//event/location or just let this go.

I'm 100% disagree in our neighborhood is nothing like this kids come and go from our house and other houses all of the time. My daughter will ask a neighbor friend to play and two more will show up later. Wanting to join. This is really not that big of a deal and you seem a bit high anxiety And high maintenance.

Neighborhood friendships are often out of convenience and if you no longer make it convenient for these two to play together, trust me, the mom is going to do a slow fade.

After reading all of these responses, I am very happy. Our neighborhood is much more laid back and the kids casually come and go from house to house.
If my daughter really wants to do something with one of the neighbors I will set that up with the mom. But it is typically something special like going roller skating or out to ice cream or something..... Not to play in her bedroom. 🤷🏼‍♀️
Neighborhood friendships are great because you don't have to micromanage them
