I have 2 kids who recently graduated from BCC. I am tired of hearing how the low income community is the problem. There are plenty of rich, white kids at the school who are discipline problems and drug dealers and rapists and sexual harassers.
There are also plenty of low income kids from the Rosemary Hills neighborhood who come from immigrant families who are extremely bright, speak multiple languages, are in advanced classes and get in to excellent colleges.
And then there is a crew of European families who come here to work for the World Bank or other multilateral institutions or to do research at NIH. All of these families are relatively well off. Some of the students are pretty progressive, but some of the wealthy European students openly parrot the fascist politics of their home countries (Italy, Germany, and France in particular).
Wealth and citizenship or ethnicity are not at all the predictors of violence or discipline problems you think they are.
As for mental health issues -- IME, BCC admin is very bad at recognizing mental health issues and responding appropriately - they respond punitively instead of providing access to counselors at school and accommodations in the classroom. I personally know about instances in which the school's failure to respond to mental health issues appropriately was a contributing cause to violence and discipline issues. The school is a liability suit waiting to happen in that respect. Admin and teachers need additional training in this area.
